"If Namibia is willing, we could together expand the existing oil refinery at Pointe Noire," Congo's second largest city, Sassou-N'Guesso told his Namibian counterpart Hifikepunye Pohamba at the start of a two-day state visit.
"Or we could build a bigger refinery so that both countries will benefit from refined fuel.
It is only a short route from Pointe Noire to the Namibian port of Walvis Bay," he added.
