function of the body?

to me it is not quite clear what the real function of the body might be-since this companies are competitors i do not see them exchanging value infomation or being strategic friends in the market.this then leaves only one more option-to continue the 95% domination of the industry.is it a monopolisation tactic? this will ensure the passiveness of small companies that are trying to acquire more meaningful roles and better stakes in the industry.somebody enlighten me!
